comments:	Mouse's C version of Steven's publish shellscript.
		There is a slight chicken-and-egg problem in that this
		needs makefiles and makewrapper, but they need publish
		to be fully installed.  For installations that cannot
		bootstrap from previous installs, I recommend
		pseudo-publishing makefiles and makewrapper "by hand"
		with ln -s to get publish buildable.  Then the by-hand
		links can be destroyed and real publishes done.
